Your description of how those in the hallowed halls of power manage the affairs of the country is rather depressing. But I'd have thought that NZ First would be interested despite the absence of reference to the Treaty, and even ACT. I suppose it depends on the particular issues they're wanting to push at any given time as to whether or not they want to have high profiles over this one.
I do hope that those in Wellington receiving their copies decide they need to consult with you, and have some gratitude for the research you've done and it's result. I thought it was excellent the first time I read it through, and that hasn't changed.
One of the problems that those of us outside the Beltway suffer is that we do not have the ear of Ministers or decision makers. As I understand it if a Minister is interested by a briefing paper - a couple of pages because they, poor dears, have short attention span - the more detailed material will be handed on to "officials" who will advise on the proposals. If the proposals do not fit within whatever template the Ministry might have devised, ther proposal will not be recommended. For example my proposal contains not on - emphasis NOT ONE - reference to the Treaty\Te Tiriti (whatever you want to call it). That in itself would justify its rejection, irrespective of merit.
