Thank you for another excellent article David. Interesting to see how the MSM are approaching this issue. Also good to hear from Ken Moon and to see he also raises the copyright licensing issue. Haven't heard his name in long time but used to work in copyright / litigation at Parks with him.

Thanks for your comment. The approach by MSM was a tale of woe. Pretty much the same narrative came from the MSM organisations. We are under the pump, revenues are falling. We need financial help. Let's milk the platforms who are using our stuff and siphoning off advertising revenue which should be ours by a compelled bargaining process that contains sanctions for non-performance or non-participation. Although the scheme under the Bill would be administered by the Broadcasting Standards Authority (thus putting distance between the Govt and the decision-making) what is proposed in no more and no less than a subsidy scheme to replace the PIJF.

I came to the Licensing proposal from my experience as Chair of the Copyright Tribunal. Ken and I arrived at the same solution independently of one another. Clearly an idea whose time had come.
