Am I reading the exchange correctly by deducting from it that three weeks after the fracas - which was heavily reported in the media - Kibblewhite hadn't heard about it?
That would be my interpretation. When I worked for an SOE any mention, no matter how small, was included in the CEO's daily brief by our hardworking (there were only two of them) Comms staff.
Strange indeed. Before Corrections was established as its own department, the Justice Ministry administered the prison system - and that would have taken up much of the Justice Secretary's time. But with that no longer being the case it's hard to see how the Secretary could not have been aware of the goings-on at the Northern Club.
